EURES (TMS)

The EURES Targeted Mobility Scheme (TMS) promotes professional mobility in Europe

The EURES Targeted Mobility Scheme (TMS) contributes to attracting labor and facilitating job placements by enabling and assisting employers to advertise their vacancies directly on the scheme's platform, simplifying the process of advertising vacancies, establishing direct links with employers' associations and sectoral associations in different EU countries, generalizing e-recruitment systems, attracting SMEs wishing to recruit in other member states, and supporting low-skilled or disadvantaged people.

The pillars of EURES policy

Equity and voluntarism are essential pillars of EURES policy, in line with the European Charter of Social Rights (which sets out the principles and rights essential to fair and well-functioning labor markets).
This program combines recruitment, matching, training and customized placement services, with financial support.

Program targets

The target groups eligible for support under the EURES Targeted Mobility Scheme (TMS) are applicants aged over 18 and employers. Priority is given to jobseekers and vulnerable groups. Placement activities should target a range of sectors. Small and medium-sized enterprises (SMEs) or equivalent organizations are also eligible for financial support. Candidates

•   All candidates wishing to find a job, internship or apprenticeship in an EU member state, Iceland or Norway other than their country of residence, who are: aged 18 or over, nationals of one of the EU member states and EFTA/EEA countries under the EEA Agreement (Iceland and Norway), or legally resident in an EU member state, Iceland or Norway.

•   All candidates meeting these criteria are eligible, regardless of their level of qualification, professional experience/training or economic and social situation, provided they meet the requirements of the recruiting country's labor law and those of the job offer.

•   Jobseekers (including long-term jobseekers) and people with few ties to the job market in general should be considered as priority sub-groups.
