What is the Just Transition Fund (JTF)?
The Just Transition Fund (JTF) is a funding programme of the European Union for the period 2021-2027, under the European cohesion policy. It supports regions facing severe socio-economic difficulties resulting from the transition to climate neutrality. This fund facilitates the implementation of the Green Pact for Europe, which aims to make the EU climate neutral by 2050.
In France, six regions are concerned, especially the Hauts-de-France with a focus on the territories of the departments of Nord and Pas-de-Calais. The social component of the JTF includes actions to promote the occupational and social inclusion of those most remote from the labour market, as well as the most vulnerable or excluded.
Conducting the Just Transition Fund in support of PLIE
Our action aims to implement the social component of the Fonds de Transition Juste (FTJ), supported by the European Union, in conjunction with local integration and employment policies. Its aim is to support the Local Integration and Employment Plans (PLIE) of Valenciennes Métropole and La Porte du Hainaut through a joint action plan for the socio-professional integration of jobseekers and/or RSA recipients, in the context of changes linked to the ecological transition.
In order to support the PLIEs of the Valenciennois region, our grouping is 100% financed by the European Union via the Fonds de Transition Juste (FTJ) to the tune of €1,633,572.50 for the first tranche 2024-2025.
Objectives
The specific objectives of FTJ support are as follows:
• Optimize the identification, care and support of target groups.
• Reinforce the removal of barriers to integration encountered by these groups.
• Promote the discovery of new trades and facilitate access to employment.
Field of intervention
This action is focused on the areas included in the national program “Engagement pour le Renouveau du Bassin Minier” (ERBM), marked by the history of coal mining.
Implementation
The project is being implemented by our “Projects” department, with two staff dedicated exclusively to project coordination:
• A project manager
• A managing director
Action details
This action is adressed to people facing obstacles to entering the job market, in particular :
• Long-term jobseekers.
• RSA recipients.
Implemented in collaboration with PLIE players from the Valenciennes Métropole and La Porte du Hainaut agglomerations, this action offers services tailored to the challenges of the ecological transition and aimed at more equitable professional integration. These services support existing schemes, and respond to needs identified in the areas concerned.
Examples of support:
• Reinforced identification of people far from employment.
• Financial support and mobility assistance.
• Professional immersion in transition professions.
• Childcare solutions.
As part of the project, a first contract was launched by our group to support the implementation of local actions in line with the PLIE strategy.

The FTJ social program has 3 key objectives to achieve in order to achieve a successful transition
1. Supporting skills development and internal retraining for employees in declining/transforming sectors
• Training and upskilling of employees in connection with the transformation of their sector and the decarbonization of production processes
• Skills development engineering actions and anticipation of economic change
• Financing support and training for employees made redundant in declining or changing sectors, in addition to the employer's legal obligations.
• Support for individual and collective career transition initiatives for employees in declining and changing sectors
2. Provide support for individual and collective career transition initiatives for employees in sectors in decline and undergoing transformation, towards other branches or economic sectors
• Collective or individual support for employees undergoing professional retraining
• Support for local job and skills planning schemes
• Helping to strengthen measures to support professional transitions and the attractiveness of diversification sectors, and to promote gender diversity in these professions.
• Identify priority skills for diversification sectors and invest in dedicated training organization capacities and skills development
3. Make training available to job seekers in sectors undergoing transformation and diversification of job seekers
• Individualized and adapted support towards employment
• Strengthened support towards employment, and in particular the lifting of peripheral obstacles to employment, including obstacles to mobility, service offering to improve the management of living times, access to care and housing
• Integration through economic activity (IAE)
• Development of inclusive recruitment solutions and development of social aspects and responsible purchasing in public and private procurement
• Professionalization support path
The intervention targets job seekers furthest from employment (long-term unemployed, RSA beneficiaries, etc.).
